And now he has almost enough money to launch the scheme next January at Wells Street, probably the most centrally placed courtroom in London.
The idea is simple enough. If a mother is referred to the Family Drug and Alcohol Court by one of the three participating boroughs, she will no longer be sent off to seek help. Instead, help will be brought to her.
A team of social workers will be based near the court, with access to specialists in social care, substance misuse, housing, health, education, domestic violence and mental health services. They will see parents on the day they are referred by the court. They will find out about all her problems and draw up a programme for her.
This could require attendance at Alcoholics Anonymous or Narcotics Anonymous five times a week. There might be a referral to the council's housing department. The mother would be told to see her children, in foster care, four or five times a week.
And it is hoped that "mentor mums", who have been through the process, will be on hand to help. If a mother signs up to the project, she can expect to find herself back in court a couple of weeks later so that the judge can see how she is getting on.
